Did allies plant nuclear weapons upon leaving germany and russia in 1940's?

I was just watching a documentary on tv and they showed an underground a-bomb test. i was wondering if anyone has heard of the allies planting nuclear weapons under axis cities as a kind of "insurance" from another uprising? or a future attack? scary idea when you think about it.
