Your "ritual design" theory is interesting. I can't vouch for events.
It is clear a "time sensing" or "future event sensing" capability may be in
someone's hands; how can i be "clear"?
Little logic game:
If in 1811 you told the public men would fly in aircraft across the oceans, you
would be run out of town, or worse.
If in 1911 you told the public men would walk on the moon, the same scenario
would unfold (yes, i know the french film by Georges Méliès "A Trip to the Moon"
came out in 1902, bear with me).
Therefore, in 2011, if you told the public a time distortion / time machine could
transport men back and forth in time, you would be branded an internet
conspiracy nut.
See my drift? The physics of a gravity/time distortion unit has been worked out
by the giants of math and physics. We don't have a huge power source to drive it,
at least, not publicly.
Would you tell the public about something shockingly bad if it would disrupt the
entire coastal area of the nation, and take 20-30 years to relocate homes and
industry, if it were of a certain percent probability? I bet they couldn't see far enough
ahead with
certainty to effectively plan for any catastrophic event. Even with
a time device.
