I've looked around a bit. This is an original thought but seems like it's pretty much common sense considering the circumstance.

I haven't found really anything addressing this, I don't know what types of radionuclide would float, or sink, or whatever. But as you mentioned they have admitted to dumping thousands of tons of contaminated water - Green Peace and other organizations have found almost unfathomable increases in radiation levels in sea water.. It seems only natural that evaporation and rain would keep stirring the pot and re-distributing the fallout.

The reason I bring this up is because I have no idea what effects, if any, this would have on radionuclide content in rain, but we've had a week of rain storms in Utah that originated off the Pacific and then continued heading east by southeast.. I know it seems crazy but I forbid my kids to go out in the rain and avoid it myself unless absolutely necessary.
