we owe too much money to spook those who we've been conning into taking on our debt!!!
spook them too much, they will want more interest on for their money...
thus, we end up paying more money in the future.

So the answer they want is for us to raise the dc so we can borrow more money from them to pay them back?

I say, call their bluff for once. Show them that we want to save our country from their extortion tactics.
