WASHINGTON - Secretary of State Colin Powell, a Republican centrist who is popular with moderate voters, intends to skip the GOP convention in New York that will nominate President Bush for a second term.

I find this interesting. Its my opinion that Powell can bring alot of moderates and/or minorities to the party. Certainly him not being there will cause problems. What kind of effect will this have on the Convention? Or, will this even matter at all?

I suspect he may be the designated hitter. You know, the guy who stays behind...in case...!!!
There is almost always one person in the line of succession who is in an undisclosed location.
