I tell ya what, I've run across quite a few gov web pages that aren't classically linked or included within their usual 'site map' wireframe, on their main [public] pages. I'm sure you'd find those interesting Sandia Labratories, Los Alamos, DARPA, to name a few.. tehehe lol
