The aim of the Qassam rocket design appears to be ease and speed of manufacture, using common tools and components. From an old military guy, (and I’m not bashing ya). It boils down to this.
The Palestinians are using area weapons. Meaning that it is inaccurate, hence lower casualties.
The Israelis use point weapons, meaning they are quite accurate with a better kill ratio.
It’s a matter of one side being technology superior over the other.
Is it fair? Nope. But it is war, in their minds (both sides).
