Emergency Manager Rhonda Wiley tells KMTV Action 3 News the levee broke while patrols were looking for leaks. She describes the break as large and expected to get big, fast. Wiley says the water broke with such force, the levee monitors weren't sure they would make it to safety.
Most people who live in the warned areas have already left, Wiley says there are some people who had not finished packing and are now being ordered to leave.

You are correct that this plant is shutdown. However, even in a shutdown mode, these plants can't simply turn off everything. They have spent fuel containment pools to continue to cool. If they lose power to the cooling pools for long enough, the spent rods will overheat and that's bad.

Also, don't forget there is a nuclear facility just downstream which is not in shutdown mode.
