Whe the speaker says this, it seems that he actually pre-empts the actions of the alien, before it begins to shake. So is it just me, or the speaker actually says that the alien is beginning to flag, before the alien actually does?
Might be nothing, but normally anyone would respond to that action after you start seeing it, not beforehand.

Sounds like Bob Lazar to me. Infact, I think it has only been distorted so that people cannot tell it's Bob Lazar's voice.
The only explanations I can see now are that:
1) After the "Alien Autopsy" film, Bob Lazar found himself a new money making idea and decided to hoax his own alien video.
2) Bob Lazar was not a physicist at S-4, but was involved in information storage and lied about his reverse engineering of the craft.
3) The story of Victor is made up and Bob Lazar obtained the footage by some other means.
