"Zepped" does contain animation. The film looks like a quickly cobbled-together mish-mash of pieces of film. Some frames being out-takes from other Chaplin movies, (stock) footage of an airship and the (most likely John Bull) cartoon..

John Bull's animated sketchbook video. John Bull isn't actually a person. It's a personification of all things British - like Uncle Sam for the US. So when Henry Bergman played the role of John Bull in The Bond it was for a British version - they swapped the Uncle Sam character out for John Bull. The author of the animation in the video looks likely to have been one of either Anson Dyer (no relation). Lancelot Speed or Dudley Buxton - all exponents of the art at the time. Personally, I'm convinced that the Chaplin animation was done by one of the them.

Chaplin encounters a Zeppelin in this free to download 1916 stop-motion short. The animator is John Bull and most likely the source of the animation used in "Zepped". The wheelchair-bound Chaplin caricature appears towards the end as a zeppelin flies overhead.
