Right, thats what the paper conclusion was.

Another interesting conclusion was that we can actually make a "map" of quantum universe background with this remote sensing, analogous to big bang CMB radiation map, which would reveal information about areas of the universe that are currently unobservable (because no light has yet arrived from those areas - they are beyond cosmological event horizon).

This research seems to be based on earlier work at US defense contractor Lockheed Martin, which experimented with quantum remote sensing radar systems:

Lockheed Martin, a main US defence contractor, thinks it can exploit research on the fringes of theoretical physics to build the ultimate radar, which could see through anything, from buildings to solid earth.

The company has designed and patented a scanner based on the principle of quantum entanglement - a far out concept, even by the weird standards of the quantum world. It says the device could penetrate any type of defence, to identify hidden weapons and roadside bombs from hundreds of miles away.

European patent number EP1750145 describes "radar systems and methods using entangled quantum particles". It says such a device could "visualise useful target details through background and/or camouflaging clutter, through plasma shrouds around hypersonic air vehicles, through the layers of concealment hiding underground facilities, [and find] IEDs [improvised explosive devices], mines and other threats - all while operating from an airborne platform". It could also be mounted on a satellite.

In theory entangled particles could be used to reveal details of objects they have never interacted with. If one particle bumped into an aircraft its twin would react in the same way, even if it never left the laboratory. Work out a way to read that behaviour, and an image could be built up, even with no information being directly transmitted from the target.

Now to explain some crazy words people did not understand:

hypersurface - this is just a synonym for spacetime

light cone - A light cone is the path that a flash of light, emanating from a single event (localized to a single point in space and a single moment in time) and traveling in all directions, would take through spacetime. In general relativity, the future light cone is the boundary of the causal future of a point and the past light cone is the boundary of its causal past (since casual influence cannot propagate faster than c in GR).
Its essetially an area of future spacetime that can be casually influenced from your current location (that can be reached with speed of light, or area of past spacetime that could casually influence your current location (light could arrive from there). Areas of the universe beyond cosmological event horizon are outside our light cone, because light from there travelling at c did not have enough time to arrive here yet. Thus no information can be classically retrieved about them. This device seems to break through this barrier, tough.

When we look up into the sky, we are looking into the past, because light needs many years to cover the distance to you eye. Quantum radar could allow us to look into the sky, and see what is happening there NOW, in real time, without waiting for the light to arrive.

remote sensing and remote viewing are two totally separate things.

Actually, I think it is an entirely reasonable argument to suggest that a psychic may be using some form of quantum connection to retrieve immages from a remote location. Nature uses quantum mechanics all over the place. Look at the latest research into photosynthesis for example.

When this theory is correct. It should be possible to build a device thats able to 'see' regions in space that arent in our lightcone. Lets assume that a star explodes at a distance of 640 lyrs. It takes 640 years for the light of this star to reach us. So the explosion can been seen after 640 years. With ´Remote-Sensing Quantum Hyperspace by Entangled Photon Interferometry ' it should be possible to see the explosion much earlier.

Yes, but how would we know to look there?

We would be able to scan arround, but targeting an event would be impossible, because we would have no knowledge that that event was going to occur. In your example, it would be 640 before we had any knowledge of it.
