And what of public schooling? After all mostpublic schools are requiring that a parent provide proof of innoculations. Voting is not free, when you consider that the taxes that most people pay, in turn provide for the funding to hold said elections, to pay the people who hold those elections and to pay for the salaries of those who are elected into office. Your statement is like saying a dog is free, when the hidden costs are not so obvious stated.
Driving a vehicle costs nothing, save the cost of the vehicle, the insurance and the gas to make the car go.
Voting should be no different, than to provide proof of who you say you are to be able to cast your vote.

Is the implication that socio-economically disadvantaged citizens or minority citizens are less likely to possess proper identification indicating their status? No one is trying to establish rules such as only land-owners may vote, or blacks get 3/5 of a vote. Who has a problem with presenting identification and proof of citizenship?

Just to be clear, blacks never had 3/5 of a vote. Before the Civil War amendments, blacks had no votes. However, they were counted toward the population for the purposes of figuring out how much representation in the House states would have. So ironically, it was the slave-owning southern states that wanted to count blacks as full people, while the northern non-slave-owning states did not want blacks to count towards the population at all. They compromised on counting blacks as 3/5 of a person, but that had nothing to do with blacks voting for anything. In fact, their 3/5 presence ensured that the south would have enough power to continue to enslave them.

Voting is a fundamental right under the Constitution, while an education and driving are not. In a representative democracy, voting is the most fundamental right, which plays a large role in determining the existence and scope of other rights and privileges. Even a citizen with no money to pay for the governmental system has the same right to vote.
