I am not sure if the OP is fully accurate but I will say that consider what the media has done to bring awareness to subjects, and sometimes condition people's beliefs about them. With increasing UFO sightings (whether extra-terrestrial in nature or not), and the history of hollywood movies about hostile alien invasions, why would it not be feasible that the government would stage a false alien invasion?
