Russians can change the weather?!

CAN SOMEONE PLEASE MOVE THIS FOR ME?
I haven't got 20 posts yet but I really want to make this topic.
Recently I have found this topic: zackthemacgeek.com...

Vladimir Zhirinovsky, a DUMA politician in Russia, made a threat to the world on a live television interview (video after the jump). He threatened that Russia could engage new weather weapon technology to “destroy any part of the planet” and kill over a hundred million people using secret weather weapons if the United States, the UN or Georgia tried to stop Russia’s entry into the WTO.

So what do you guys think? Just a theory or is he right?
I think he may be correct about the scalar weapons and HAARP, but don't forget he was apparently "drinking" after they asked him....
I would like to hear your views on this...

Is twenty posts really that much to ask? There is tons of information regarding HAARP already on ATS. Even more threads claiming HAARP to be a killing machine responsible for every tornado, earthquake, and volcano eruption we've seen. The only thing different in this theory is that the Russians will destroy the world if rejected from WTO.

So, no, I don't think this article is anything more than complete rubbish.

In the event of a new use,r under the 20 post limit, has something substantial to offer they are advised to contact a mod who can bend the rules, or post the content on your behalf.

that being said, this is covered to death, and complete rubbish.

If russia has a magical weather weapon that can control the world, we'd already be drinking vodka my friend, not watching them posture against Nato. the Russians are a proud people, and I feel if they were capable to stopping the NATO encirclement of russia they already would have.
