Sure!!!!!...., what else should he mean?!,not only the US posseses HAARP technology also Russia and a few other
countries. I believe there is also one standing nearby Tromsö/Norway.
I know him from earlier tv-.shows, reports, news, from the german media etc.. and that's already 10 -15 years ago.
He his a very aggressive person (start) fights in the middle of a TV show..., BUT!!! he knows what is going behind the scenes. I hope he will never get the power over Russia (to get President) because then beware!!!!!
This guy is really 150% crazy!!!...,did you see how he aggressively he freaked out at the end of the interview.
BTW: He also is a jew, his opinion about 9/11 is (9/11 was a false flag attack conducted by the US. with the help of the israelian Mossad. (sorry about my english, i just woke up a few minutes ago and need approx. 60min to get my "100%" brainpower ehehe!!!)

If all it takes to destroy the planet is a facility as simple and low-powered as HAARP.... we're in a whole lot of trouble, because the radio emissions from your local radio stations are poised to sink California into the Pacific Ocean.

Really - there's all this posturing by this guy - but, the entire world's nuclear arsenal through history (total - counting decommissioned warheads) would have had a difficult time destroying New England - let alone the entire planet.

And, really, it's not exactly something anyone should be trying to do. This is all we've got to call home. I may not like all of the idiots I'm stuck on this planet with - and I may wish to be rid of them - but I'd rather keep my planet-destroying ideas in my imagination so long as I require this planet to live. And, really, the planet isn't worth the time and effort to destroy. If I can get myself away from this place, my time and energy would be better spent building my own interstellar ambitions rather than obsessing over people I've never considered to be on the same level of sentience.

Now, I'm sure most countries with enough land mass to have remote research facilities are testing some rather potent biological and biochemical agents to be used in a number of different ways. So - I could see that being what he's talking about. The economic and sociological impact of highly infectious pathogens with even mild mortality rates (0.5% through 5%) is absolutely devastating. Most of the damage would be done not by such an agent - but by the panic society goes through.

Of course - such 'weapons' would be highly silly to deploy. In today's world of overnight international travel - there's no way you could selectively target a single country - or even prevent it from reaching your own.

This is Vladimir Zhirinovsky ..He's a radical anti-semitic Russian Ultra-Nationalist. He is drunk in this video and he is comic politican in Russia for years.

However, due to his love of drink and promotion of 'free sex' (and violent temper) he fortunately lost all credibility with the Russian public and has all but since disappeared off the world stage.
