New York or DC gets nuked/infected. Bush's response?

Lets say "they" finally get through our security, and attack the United States with a WMD. The problem is, it could be one of many small groups that are on record as wanting America destroyed.
What will Bush do? If no one steps up to take credit for the attack, what is the proper response?

Attack any country he doesn't like, of course! We don't need to get the ones who are responsible. We just have to bomb someone! (preferably someone with oil) But yeah, there's already a thread very similar to this one.
