Are these scalar rings?? HAARP???

I saw this on NOAA and then came across this video on Youtube. Does anyone know what this is? I've never seen radar like this.

It's ground clutter.

GROUND CLUTTER: A pattern of radar echoes reflecting off fixed ground targets such as buildings or hills near the radar. This may hide or confuse the proper return echo signifying actual precipitation.

You see it a lot when you watch the local weather.

Ground clutter should be extremely minimal due to doppler effect cancellation...unless the system is 40+ years old.

I used to see these a lot more a few years ago (some call them aerosol bombs) and they would often form a grid pattern over the whole country. They seem on average to absorb rain clouds, but that's just my hunch.

OK. Heres one for you all that I came across this morning. There is a description under the video of what the lady purports that she saw. My only concern with this is that she mentions it happening on the opposite side of the river and got video and then said it happened on her side of the river, but didn't get video. It is definately very strange and is something I have NEVER seen before on a lake. Give it a watch.

They always are. Every single time. Odd innit Maybe HAARP is targeting all the radar stations so that no-one will know if it's raining?
