August 4, 1961 was a Friday. Makes sense a paper pusher wouldn't work weekends. August 8th 1961 was the following Tuesday. No idea why it wasn't processed on Monday, but considering it wouldn't have been filed on Saturday or Sunday, 4 days doesn't seem that big a deal.
