Most government documents have been transfered to computer databases using OCR. It makes it possible to search for certain phrases in their databases. I can guarantee that any birth certificate in .pdf that is currently on a computer database will have "layers", and if they added a background it will have the white borders around letters, in fact the white borders around the letters actually proves that it wasn't tampered with.
I am not an expert on this and am just assuming they are using OCR to make searching for documents easier but i just think it's more logical than "Oh they forgot to turn OCR off".

Had you guys read the other thread, you would know it was a scan and the layers are from running it through the OCR (Optical Character Reader in Acrobat Pro). The OCR replaces the characters it can read with the same or similar font to make it searchable. That is done with all old documents these days. I do it myself all the time. Somebody above asked how to get to the layers, you do so in Adobe Illustrator. Or you simply open the document in Photoshop and open only the image instead of rasterizing the whole thing to open in PS. When you do that it removes the characters before opening. Here is the image portion of the document where you can clearly see an OCR was used to make it searchable. The document is a scan. Period end of subject. Some so called experts are far from being experts. The remaining text you see are characters the OCR could not identify.
