HAARP Causes Weather Modification : European Parliament Document

After reading thread "File in U.N General Assembly that admits HAARP can manipulate weather and act as a Nuclear Weapon", i came across down below information..

We stumble upon European parliament document. According to it on 5 February 1998 Parliament's Subcommittee on Security and Disarmament held a hearing the subject of which included HAARP.

And according to Venezuelan President Haitian Earthquake was caused by HAARP Weapon as well.
