The KC-10 was a hoax posted by the pilot SPECIFICALLY to amuse chemtrailers......and it not really surprising that it is still succeeding

You know that it is possible to do - if not now then in the foreseeable future - and you create laws/regulations/whatever that stop people doing it.

Why do people have such a problem with that concept??

There are lots of things that have never been done that are against the law - either domestic or international, or just against treaties. Eg the US & USSR both made considerable efforts to research nuclear excavaltion....and then signed a treaty that "outlawed" it before they actually did any.

Simlarly with nuclear weapons in space. I wouldn't be surprised if there are many other examples.

There is no doubt that solar radiation management by adding aerosols to the atmosphere is possible - it's been possible for at least 100 years I reckon.

But it is only now topical, and only now is it being seriously discussed, and so pre-emptive regulation sedems like a perfectly reasonable move to make since there are known to be many potential problems with it.
