The guy in the main freight of WTC1, Arturo Griffith, says something to the extent of he fell a few floors before the brakes of the elevator caught between floors. Whatever happened, it didn't seem to plummet to the bottom and there was no fireball, and iirc his only injury was a broken leg.
If you search Google I think it was USA Today that did an interview with him. Regardless, someone interviewed him and it's online, and he was the main freight operator of WTC1, I remember that much for sure.
The safety brake, together with a speed-sensing governor, acts to stop an elevator if it should overspeed in the down direction. If an elevator overspeeds, the governor makes the safety grasp the rails on which the car travels, bringing the elevator to a safe emergency stop...
