Helicopter View of Damaged Reactors

This was posted today and I had not seen it, I have a few questions:

1.) Does anyone on the board speak Japanese and can tell us what is being said?
2.) When was this video taken?
3.) That place is absolutely devastated, but I don't see any fires, can anyone ascertain the real damage/danger based on this short clip?

This video is probably taken this morning- jap time when they were spreading the water by a choppers

Well, it's obviously HEAVILY edited and there do appear to be at least 2 places that are shown to be smoking.
