Deep Integration: "Perimeter Security" and the Future of North American Integration

www.globalresearch.ca

Out of the ashes of the defunct Security and Prosperity Partnership (SPP), the U.S. has pursued simultaneous bilateral agendas with both Canada and Mexico, in an effort to further deepen North American economic and security integration. While the NAFTA framework remains intact, a recent announcement by Canada and the U.S. to work towards a trade and security perimeter agreement without Mexico, has some questioning the future of the whole trilateral process.

In conclusion this commentary also suggests that trilateralism has not been abandoned. Not sure I totally agree with this because. The fact is that the Security and Prosperity Partnership (SPP) has been axed and also last year there was no North American Leaders Summit. Prime Minster Harper was in Washington about a month ago to launch perimeter security talks with Resident Obama. In the coming days President Calderon will also meet with Obama. Will there even be a trilateral summit this year? The article ends with- “Under the right circumstances, these parallel bilateral initiatives could converge into one to create a fully integrated North American security perimeter that includes not only Canada and the U.S., but Mexico as well.”

This is already started. HArper and Obama signed a joint agreement about a month ago that will streamline immigration laws between the US and Canada (making them the same). The goal is to eventually remove the northern border, and to redeploy all of the customs / immigration etc to ports of entry (airports, sea ports etc).

The US Coast Guard and the Royal Canadian Mounted Police also have been somewhat merged for lack of a better term.

In the Northwest and the Great Lakes, because of smuggleing and other legal issue, if something occurs in US waters, and a Canadian Coast Guard vessel is closest, they can take action. They are dual comissioned, so when they are in US waters, they operate as coast guard officers and have full arrest authority in the US, and vice versa with the Us Coast Guard in Canadian waters, who have the authroity as if they are full RCMP officers.

Not sure how Mexico is going to play into this yet..

Hmmm no it hasn't.

It have been always in the works...harmonizing bureaucracies behind the scene, while waiting for the right crisis to make it official to the sheeple. It's coming. Once the US economy finally collapses, the Canadian economy will collapse as well, bringing us ``together``...

Shouldn't be long now.

I forgot to add that the agreement also allws each countries military to cross the border to assist in disaster situations. Its geard towards the border areas that are difficult / impossible to get to from flooding, snow etc etc etc.

What, are we going to make Canada incorporate into the U.S. so we can have a higher debt ceiling and they can help us pay back our debts? Pretty sure they're seriously trying to turn the provinces of Canada into states. Watch out Canada! Not a bad idea from our point of view though.

BTW no Mexico. sorry:-p

Please, for the love of us all, Mexico- do what you can to dismantle NAFTA and undermine any North American Union attempt.

The storm clouds over this have gathered and drifted off into nothingness a couple of times already....
They seem to bring this stuff up then let it die a slow death publicly, all the while working like beavers in the backrooms to harmonize everything in sight.
And i do mean everything! From military co-operation to business laws and so forth.
Though it loks dubious that well really totally unite, i think its a real and present danger that we will.
Nobody has stopped trying at the higher levels from making this go.
It will rear its ugly head from time to time till they spring it on us as a done deal.

What do you mean NAFTA is not in service anymore?

The FTA was implemented between PM Brian Mulroney and President Reagan during the late 1980s, and then in the early 90s it was updated to NAFTA which included Mexico.

It still stands today, and unlike all of the promises, it has resulted in economic opportunity exploitation and job losses in my country at least (as predicted by the anti-NAFTA activists).

i had no idea NAFTA was in effect during the 80's! i had never heard of it till about 1994, when it was somewhat big news again. i had read few years ago, suposedly NAFTA was dimsantled. it was being used as a traffic lane to bring illegals and coc aine in, government finally realized what was going on and shut it down...guess i read wrong.
merging mexico with USA< would mean thiers no boarders..illegals would be able to come in and out as they please. that would cost YOU and me, taxpayers our jobs ..since corporations favor them. its to destroy the middle class, so the rich stay rih and in power, kinda like royalty or something.
bush should be brought up on charges of imperialistic capitalism tard n faethered and jailed

Believe what you want. For one, I'm Canadian so I have an entirely different perspective of NAFTA than the Americans who benefit from it.

The Americans were pushing for a NAFTA-like agreement ever since the 1950s when they realized that they would, in the future, require Canadian resources. The FTA was virtually an investor's rights agreement, NOT free trade, designed to protect American corporations who could now just walk into Canada and take over our industries (Mulroney did a pretty good job at destroying nationalization programs that Trudeau instilled to save our bloody country from the negative effects of foreign ownership).

Basically what the FTA was designed to create for the US was an opportunity, and opportunity to first acquire control over Canada's resources. Next, the NAFTA was formed. Through this, the US transfers raw Canadian resources into Mexico for cheap production (American transnational/globalist corporations basically run the show), and then bring all of the assembled goods back into the US or sell them to support the US economy.
