My two cents worth -

It's a case of some kind of mass hysteria ( which as we know is contagious)
and/or this whole 'campaign', for want of a better word, is a diversion tatctic so that an ACTUAL, dubious scenario can play out in our world while we're all busy reading the messages on bill boards and the backs of trucks!

'Yeah - keep the masses in a constant state of fear and we can get up to all kinds of mischief...'

No, it's still there. It took me three tries and about 20 minutes of waiting, but I got on earlier. It's just probably being bombarded with more traffic than it can handle.
