Most go through their entire lives without ever having a run in with a Cop other that being helped by them. People who have constant difficulties are generally involved in criminal activities or are drunks or drug addicts. You sound like you have a lot of dealings with the Police?
On topic-
What is needed is for them not to settle. It needs to go to a trial and the issue legally defined. That way it would stop all opposition to the filming of the Police nationwide. If I'm understanding this right and it was a negotiated settlement, it leaves the whole issue out there and unresolved as to what rights the Police have on this issue.

You have quite the imagination. That's just not true. Police will stop people, walking on the street or driving a car, with no reason whatsoever. Then when questioned about the reason they will make something up. They are fishing. Their performance relies on them harassing as many people as possible in the hope that a small percentage of the people they harass will actually be guilty of something, and they will me able to take them in.
Do you have something against this guy? Why else would you be making such poorly veiled insults against him? Or do you have some sort of other bias? Are you a cop? Have a cop family member and think nothing the cops do is bad?
To say the only people that have problems with the police are drug addicts and drunks just shows your ignorance. In addition to normal people that get harassed by cops, people that actually stand up for themselves, and refuse to surrender their rights to corrupt police officers are also usually victims of their harassment.
You seem to fail to understand that police serve US, not the other way around. Not only is it our right, but it is our duty to keep them in line and make sure they don't abuse their power. Someone who advocates doing that should not be insulted by the likes of you, insinuating he is a drug addict or drunk simply because he stands up to police officers.
