Okay first off the second part of that is a cypher of some sort with a "key" and i cant figure out how the cypher works because i'm not a matimatical god. And 2nd off that binary code isnt a word so using your little asp text to binary thing isnt going to work A) it's not hex & it's not div bye 8 B) i said it's a signal not a translation. Not trying to be ignorant but you're snarky comment made me want to attack you.

It's actually from a declasified document I think they forgot to black part of it out it was a 600 + page document I got it out of. So if you know what it is please do tell!

I assumed this was where you found the binary as you labeled it NSA.
