If there is flowing water on mars, NASA would have to be very careful to to contaminate it with earth microboes, there might be intellegent life on
there.
No, it's not a conspiracy. They're just very conservative about what they say. That doesn't mean there isn't a mountain of speculation deep inside
their halls of knowledge. That doesn't mean scientists on their breaks or in open discussion don't throw open the door on occasion to let out the
built up pressure. They just have a job to do and don't want to speak too soon. They want strong, empirical science to act as the bedrock. They don't
like to speculate openly, true.

They already are (or at least should be), if I remember it well, there's an international agreement to prevent contamination of other planets, and
the US signed that agreement, so NASA's (and I hope other agency's, if any) probes are sterilized before being sent to space.
