Establishing a lunar base will require steady funding for a decade or two. The question addressed here is whether such a large space project is affordable at this time.
It is also very likely that lunar melt-glasses will have changed mechanical properties when formed in anhydrous and hard vacuum conditions. Rock melting experiments and prototype hardware designs for lunar rock-melting excavation applications are suggested.
Feasibility of using concrete for lunar-base construction has been discussed recently without relevant data for the effects of vacuum on concrete. Our experimental studies performed earlier at Los Alamos have shown that concrete is stable in vacuum with no deterioration of its quality as measured by the compressive strength

Hey check out this vid, its my favourite at the moment, it shows how interfering electromagnetic fields create a low-level intelligence that ultimately destroys itself through frustration, and takes inanimate (hopefully only inanimate) objects along with it... I wonder when we reach a certain saturation point of all our modern communications equipment, will we see this stuff start to happen all around us?? Wonder if there is anything on the OSTI website about the possibilities of this...

ps. apparently all you need to do to achieve this effect is to arrange lots of EM-emitting equipment in a room, ie. Tesla Coils, Van Der Graaf Generators, RF transmitters, turn them on and wait for the fun to start.

The obvious answer is that whoever gets a permanent base on the Moon first has a serious military advantage over the rest of the world. It's a lot cheaper to attack the Earth from the Moon than the Moon from the Earth. It wouldn't take much to attach a few steering rockets to a house sized rock and drop it wherever you wanted to. That would make a really big bang on impact.
