EISCAT is a mini HAARP and has been discussed ad nausem on ATC. However, if you want to hear about EISCAT in a non-conspiratorial manner, the BBC
world service visited it recently. Sorry, nothing evil here, just a base doing atmospheric research. No space aliens, no Dulce.

Some of EISCAT's research is in the area of "incoherent scatter." I thought they meant Twitter, but apparently that is a real area of atmospheric
research.
