I have read that the CIA only have to abide by laws that specifically mention them, it was introduced back in the Eisenhower days. With the
privatisation of security such a policy is not surprising. There still may be some issues with international law and jurisdiction in other countries.
I know Blackwater did have a few scandals going at one stage and it appears most of it was cover up through internal procedures. It is so wrong when
the law is just discarded like that.
