Weird, I did it 3 times in a row before posting, and a fourth after. I took a screenshot of #4 and posted that as proof.

OK, I think I figured it out, for me anyway. I am not searching from within the US. I am a US citizen but I am living in the central part of Mexico. I get different paid ads.
