no, not necessarily. Water needs a certain humidity and a certain amount of particulate in the air to condense upon, to actually form rain.
all this tech is doing is helping the water in the area condense, so that it rains. as well all know, rain quickly evaporates in the desert, putting
the water back up into the atmosphere. All this is doing is helping to return this land into living land by kick starting the water cycle, necessary
for most of life.
Also, this region is right of the mediterannean coast. A lot of moisture comes in from there continuously.
