HiROS - Secret German spy satellite?

Wikileaks appears to have wet itself by trying to present a leaked cable regarding the HiROS satellite system.
It is now a news story presenting the project as being secret, and intelligence related.

The Norwegian newspaper Aftenposten, which announced late last month that it had obtained full access to the WikiLeaks CableGate archive, has already caused a stir with this cable from Feb. 15, 2009, which discusses a planned German satellite reconnaissance system

A few seconds spent Googling for "HiROS Satellite" turns up this 16-page PDF all about the satellite and it's capabilities. Not so 'secret' after all, and any journalist with ten seconds to spare could have done the same kind of back checking. Oh well.
