I have/had a Top Secret Crypto when I was active duty in the Navy. And yes there are certain things that cannot be talked about........but most things are fair game. That is why "we" are here.

Does any one have more clearance than he president cuz there are incidents where someone knows more than the president but they don't tell the president on UFO's and other topics but isn't it illegal and against the law to hide anything form the president of the US?

It is very possible for someone to have more knowledge or a higher "clearence" on certain issues than the president that he can't be informed of, even within our military. How else could they keep certain things out of the public eye? They can't be completely sure that if the president or a past president will keep things out of public eye.
