Since the Iraqi interim government was legally handed over the power to rule their nation, common goals came closer to fulfillment. We know the real
player in charge is still the US. Their troops nor the coalition partner's won't be pulled out anytime soon. The Iraqi interim government has major
credibility issues to solve regarding their true power and sovereignty.
How could they prove their sovereignty and relieve tensions?
This is what I would do...
A staged power struggle between the Iraqi interim government and the puppet master, the US on the background. This struggle, staged by the CIA,
publicly won by the Iraqi interim government, will prove to the Iraqi population that their government is truly sovereign and relieve tensions.
