Iraq's interim government has decided to reinstate the death penalty and offer an amnesty to Iraqis who do not have their countrymen's blood
on their hands, President Ghazi al-Yawar has been quoted as saying.

They have also reinstated a national security law first enacted in the 1960's.
This is as close to martial law the new government can get, without actually declaring martial law. And Iraq seems to be following the Suadi's
example regarding amnesty.
