If it was investment in large infrastructure there are many sovereign wealth funds that could fit the bill. That wouldn't be odd. Its the fact it touted as a donation. That suggests no expectation of a return on the funds.
Its either a scam, or something genuinely odd.
the British Government can have the entire independent management and control of it - foundation X does not want anything to do with it; there will be no interest charged

I think the whole premise would be that they are funding a number of sympathetic governments simultaneously in order to stimulate the global economy, meaning a net gain on the other assets and investments they hold.
However it has just occurred to me that with such low interest rates, and such a high risk of inflation, perhaps this kind of stimulus could actually trigger hyperinflation and devaluation of the Pound? Perhaps it is a Trojan horse?

Seriously though this is interesting, And i dont know what to think. but we have in the last couple of week let the french take control of some of our army and are trying to make deal with the eu about some rebate or something. maybe these guys want us to pull out of europe and are offering us a parachute payment to support through it.
