streaming media server questions

im wanting to start a server for myself to stream music and videos to my mobile phone. i know it can be done b/c i can stream some radio stations that are online(the ones that begin with rtsp:// and end in .ra or .rm. i thought i would be able to host it myself but i run Win98 and Real Helix will only run on NT and 2000. i already know that i need rtsp protocol for it to work with the realplayer on my mobile phone. other than that i am pretty much completely clueless.

anybody know how i can do what i wanna do?
