I am not an expert in photography but the structure to the left is blurred and pixelated yet the "lights" and "ring" are of a pretty decent resolution, hopefully someone can come along and have a decent look into it...just my two pence albeit it is very interesting indeed.

She said that she knew it wasn't the Sun, because it was on the other side. If she took the picture through the passenger side window, could this just be sun glare?

I would bet the farm that its a reflection
