I think I actually read somewhere that they claimed it was, but now when I do a search on their blog I can't find it anymore, anyhow:

No, it was not.

The Ascender prototype was destroyed in a wind-storm on its maiden flight in west Texas.

Representatives of the USAF collected the wreckage, and that is the last anyone has heard, officially, of the vehicle.

Furthermore, although similar in configuration, the Phoenix object was quite a bit larger than than any version of the JPA vehicle built to date.

None of this is to say that the government, specifically the USAF, which contracted with JPA for the development of the Ascender, has not continued development of the vehicle on its own.

Nobody's asking, and they aren't telling.

Indeed so. However, I specifically recall reading on their blog about 2 years ago that they were claiming responsibility for the Phoenix Lights.
