I don't believe in a prison sentence either. He needs counseling, and a bracelot, and work at an animal shelter. But we have more laws protecting animals than billions of poor in this world.
And this must be put into perspective. He is your brother. Pray for him and send him light. The political ramifications from living in a world that does this is enormous.

If I remember correctly, lobsters have a decentralized nervous system, meaning it is spread out through the entire body, which is different from mammals and most fish. Knowing that, we have to classify pain in other terms other than stimulation in a certain part of a brain, which we have yet to do.
