If I own a billboard and I rent it to you I am not responsible for the content that you choose to put upon it, aside from issues of legality. If you use the billboard to put up an ad that people don't appreciate, it is NOT my fault, nor can the ad, nor the reaction, be linked to me.
The network - or ATS is only sells canvas, or, more specifically bandwidth. What advertisers transmit through that bandwidth is all on them.

That's why I mentioned "issues of legality". Network censors do check everything aired to make sure it complies with current laws. (For the record, I'm not a huge fan of censorship but understand why we've got it.)
In the specific example of ATS there is a finger to point regarding content, questionable or not, and the way that advertisers might take advantage of it. Here is a link that makes it clear...
