Apparently the Mujahedeen Khalq announced this. I'm going to do some digging to find out were their funding comes from and when they were established. I suggest you all do the same.
And can someone post a link that is not PDF, it is kinda not working for me..

From what I know, Iran has allowed all inspections asked by IAEA of its nuclear sites.

“After seven years of continuous inspections, this report stresses that Iran is not diverting nuclear material toward military and prohibited objectives,” Soltanieh was quoted as saying by Mehr news agency. “Although this report has tarnished the agency’s technical reputation … it is clearly evident that all Iran’s nuclear activities, particularly [uranium] enrichment is under the supervision of the agency,” he said.

Jeez....... I wonder what Iran's envoy to the IAEA would say anything other than the company line. You make it sound as if that quote is from the IAEA......it is not.

The only thing wrong with that story is that the IAEA is the impartial party in the conflict. Iran and the U.S./ West would be the two sides. The IAEA is the Middle, supposedly giving the true impartial description. Given the proper access to information, people and sites, the IAEA will be able to report accurately. Iran has delayed the IAEA investigation numerous times, giving them time to clean up sites.
