Puppy Thowing Girl *GRAPHIC*

So I came across this online and I haven't seen anything regarding it on here. The grey area I guess since its not on any major media outlet. What is the cause of this behavior? This to me is how serial killers start....with animals. A heartless girl just throwing puppies in the river to drown? A criminal. horrible and disgusting.
