Flags, harder to gain than stars?

I know this is a stupid question, but here goes. I know that you flag a post on the top of the page, but how do you go about starring a post?

Normally you can click on the little blank star shape just above the "posted on" date.
But you can't do it in the Board Business forum, in case that was puzzling you.

It's not like flags and stars are some kind of precious commodity to be horded in case the shtf in some distant future event.

If I can spread a little joy and "atta boy" around on the www., so be it.

I give flags and stars to people with clever user names, good spellers, people that know the difference between there and they're, students, even trolls if they are in the least bit amusing, women that show themselves in their avytar, saxophonists, people that wear bifocals, bald men, dog lovers, amputees, and poets. I even flag and star people that I know hate my guts.

For God's sake; it's entertainment not a competition sport. I do however get a hint of a popularity contest in progress.
