Canadian power plant, Rothschild, separatists?

I remember reading a news article a while back about some kind of power plant in Canada that was owned by Rothschilds and charged one fee for the English Canadians and another for the French. This sparked more interest in the separatist movement, with a new organization headed/funded by the Rothschilds doing it. Did anyone hear about this or know what I'm talking about? Anything new on it?

Canadian power is completely regulated....."A power plant" does not sell power to the end consumer...sells it to the grid.

I can't recall if it was a power plant or not, something to do with power or somehting.
