Hi op,
here in Finland they use /develope Forest cutting machines witch have legs instead of wheels/tracks to be used on forests which have lots of boulders
and rocks etc uneven terrain and they make lot smaller devastation to the nature than wheeled/tracked machines but if terrain has vvery steep climbs
and such i think this method of transportation wouldnt work well.
hovering would be best at very soft but reasonably level grounds, swamps etc (if you mean something like this

but you can also use wide wheeled vehicles on soft ground too though they move lots slower than hovercraft for example.
