Hey OP,
BP didn't lie about the amount of oil coming out... they just didn't know how much, and all we got were estimates. There was no real way to measure
it exactly until later when they started pumping some of it out. But even then, they could only measure what they were pumping, and estimate what they
were not pumping.
The oil is coming from an uncontrolled place, the amount of oil coming out could have even changed over time (not a constant rate). So for all we know
ALL of the estimated rates were correct at one point or another, and the rate was changing.

My theory....
The COREXIT that was being pumped into the oil at the riser was working, so a lot of the oil fell to the sea floor. Then underwater currents lifted
sea floor debris and bits of oil off the ground into the camera view.
One of the causes of the underwater currents could have been the propulsion system from the mini-subs.
