I beg to differ. It exists in books but not in the law and not in the govt.
I maintain that if a tool doesnt do its job it doesnt in fact exist for the purpose it was created.
Your thinking is what govt uses, ie, it exists but we wont use it and in fact do something different altogether. This mollifies the ignorant who only
see the obvious and go back to wondering why things dont work when the answer is obvious. In my job, which is life or death, if your tool dosnt work
you get one that does and make it work as advertized, only results count, not BS, not excuses.
